Yea Fritz you're right it is indeet the USS Chester, the United States Scout Cruiser.
I choose this picture to bring you on the wrong way. Twisted Evil
if you see the portsmouth prison to think about the british Navy.
But I was to naive once again Wink

USS Chester (CL-1) of the United States Navy was a light cruiser, the first to be so designated.

She was launched on 26 June 1907 by Bath Iron Works, Bath, Maine, sponsored by Miss D. W. Sproul, and commissioned on 25 April 1908, Commander H. B. Wilson in command. She was named in honor of Chester, Pennsylvania.

While there may be some technical relationships to the panzerfregatten, her hull has some differences. Note the slightly lighter shade halfway up the hull, forward of midships. there is a step to the hull here, where the bulwarks are well recessed.

I'll see if I can find a better photo, but there are so few.
