The pumps themselves should be easy to produce with some short lengths of plastic tubing. Maybe some pieces of wire from a spare paper-clip to make the pistons. As for the fly-wheels ... that will require a lot of your skills. Might I suggest some small curtain hoops, with short lengths of wire shaped to make the spirals inner parts. Main problem ... it is hard to understand if you do not live in Serbia ... spend money for adequate tools is ... very strong attack to home budget ... considering I have student who study in oather town, paying him flat and schollarship, sending him money for living ... I just have to do everything with tools I have now. To be honest, here i nestrbia, a very few people can finance student in other town without credits od borrowing money, so I am happy I can do it from my regular income, but ... nothing stays for other purposes. In Serbia, average net earning is about 300$ per month, I make over 3000$, and still can not by me fine machine tools.
