I think the criteria is up to you.   Depends and what else you wish to feature (rough seas, and land or other items of interest) and how much room you have for the display.

It also depends on if you are using your display board as the base for a case.  In this case the board would have to be big enough to accomodate a case of sufficient size. 

 

IIRC, you should allow 2 inchs beyond all extensions of your model.
