1/200 scharnhorst how to measure waterline?

Hey, I’m currently building the trumpeter 1/200 scharnhorst and I’m trying to figure out where the waterline starts or how to measure it. How thick the black line is and where that starts. I can’t find it in the instructions. Or maybe I missed it. 
 

does anyone know where the black line starts and ends from bottom up.  Thank you
