Only reason I can possibly think of is that it avoids any potential for a gluey mess on the inside of the hull. Other than that I'd have thought that gluing the first layer will result in a stronger and / or more waterproof hull, especially important if you're considering radio control.

 

Perhaps others who have built this model may be able to offer additional information.
