Sanding plastic models, what's best?

Hello,

 

New to model building.  I have a Tamiya 1/350 Bismarck.  I am trying to sand down and remove the edges on the seams where the plastic mold was poured, etc, you know, the edges.  What should I be using on that?  I've been using one of those girl nail file boards but sometimes it scratches the plastic around it.  Will paint cover those marks up?  Talk to me about sanding and prepping!
