bucket rail

I am building "Sea Witch", and have a question.  

 

What was the purpose of the buckets in the bucket rail?

 

It seems I have seen another clipper with bucket rails, but I can't remember for sure. Were they unique to clippers?

They were for fighting fires and were not unique to clipper ships. The HMS Victory has them.

AS HSM pointed out, for fire fighting; they were filled with sand I believe.

Buckets on the rail on HMS Victory, more buckets was hanging under the deck on gun space.
