In port, it would really be six of one and half a dozen of the other - the Master and Mate may very well have liked them covered to keep them clean and to prevent theft of boat equipment. I rode a DD, a DE, a Heavy Cruiser and 3 LST's, all WW 2 ships and all boats open to the sky with the plugs out.
