I just saw those on the Model Expo plans recently. I think they said they held life lines. I am not sure in what era they were added to the ship though.

Yes, they are ropes that can be let out to help sailors climb into the boat in the water below.

I saw years ago a reference to life lines being kept on top of the quarter galleries.  These included a length of line and a life ring.  I wonder if these might be a similar thing, stuffed into a bag.
