Deck-houses were normally built using carpentry 'tongue-and-feather' techniques, which make caulking unnecessary. This building technique is possible, because the differential movement of the parts is limited, so that no seams will open. Decks could be laid in the same way, but it is not (normally) done, because it would make it virtually impossible to replace single planks without ripping out the whole deck.
