I understand how to mark off the bulkheads. it is the bow on the filler block that I am brain farting on. How does chuck get the marks on the filler block at the stem as in the attached photo?  Where is the tic strip laid to measure the distance along the stem? I've watched many videos and read many articles but none actually show how to mark off the stem.

The mark for the “planking band” takes care of this. Prior to marking any bulkheads you have divided the hull into x amount of planking bands with, usually, narrow tape. 
This is marked as the bottom of the planking band.

You would now determine how many strakes from your existing planks to the bottom of the band and mark your bulkheads accordingly. I understand you are up to date to this point.

As for marking the filler block, you are still looking to mark the same number of strakes to the bottom of the band. Divide the distance from existing planking yo the bottom of the band by the number of strakes and mark up. 
if you wanted to mark all along the filler block you can lay your paper from the mark on bulkhead 1 to the mark on the rabbet and pencil along the paper top but I don’t find that necessary.

I dont use a scientific method at the stem or the stern.  For that I use either thin tape or string along all of the other tick marks and just extend them to the bow by “eye”.  Its a bit of both art and math when lining off a hull.  Adjust the tape or string by eye examining the hull a lot from various angles.  When satisfied…mark the locations along the stem post and stern post with a pencil.
