Question about Symbol on building mast

Does it refer to a different elevation on another plan at that point on the part?

I think Broach Boating is on the right track.  Your image is plan A and the line labeled B will correspond to a line on plan B that shows the point that the plans overlap.

I am sure that DonSangria is exactly right - 'A' indicates a view from the front and 'B' indicates a view from above.

A is looking at the part from the front as shown in the A elevation on the right. B is looking down on the part, showing the platform in B elevation on the left.

This is partially correct.  "B"  is the cross section (looking down) at the point where the arrow indicates, it is not from the top of the mast which would have included the cap.   Another common convention would be as below
