After a lot of thinking …
I think I have found the problem ,
if you will look carefully you will see the piece 373 came bigger ,
here is a 2 pictures for comparing (my build and the Calder craft build )
The caldercraft piece finished with the line of the first gun ports pattern blue arrow
and mine finish about 2.5 mm Downstairs red arrow

so the best solution it’s to cut the end off part 373 and bring it to the same line of the first gun ports pattern
anyway it will not make any changes for the finishing panel ( even if I will need to take off from the panel. Because that panel will be painted black without any decoration here is a picture from caldercraft of a finishing model)

    hello again
    very important :
i got a little issue and it will be good to post that issues here :
if im understanding good the plans , the middle gun deck need to be perfectly straight 145 mm high from the keelson (including the keelson)
the problem with bulkhead 13 that is flash with the keelson line like he need to be in the plans …
but the deck line is 1 mm above the 145mm line of the middle gun deck…
so im not sure if the problem is in the bulkhead 13 and i need to sand 1 mm from the slot and also from under the bulkhead ,
or the problem is in the plans .. and from bulkhead 13 the middle gun deck need to start going up ..
please need your help with that issue
also i compre bulkhead 12 with bulkhead 13 i put them flash in the deck line and bulkhead 13 its higher than bulkhead i mean from the deck line to the bottom of the bulkhead
    here is some pictures

The answer for that is :
i have called caldercraft today and send them the pictures
i have talk with the guy how design that ship and he told me the middle gun deck mast be 145 !
so the problem is the bulkhead and just need to sand the slot and also the bottom of that bulkhead
and i asked hem if need to sand all the down part of that bulkhead or only the corners
the answer is : only the corners of the bottom and he told me dont worry you will need to take a lot from that bulkhead doing the fairing
    also i have ask:
when i check the plans there is something wrong with the top of all bulkheads
take a look at this pictures
from the middle gun deck to the second deck its like in the plans but the third deck and the fourth deck is not suitable with the plans

    and he told me:
the drawing and bulkhead are both correct. The drawing is a cross section through the centreline of the ship and therefore shows the midline of the deck; due to the deck camber this point is higher than the reference point you are using on the bulkhead shown in your picture (the middle deck has no camber which is why it appears to align correctly)

    hope its will help someone
    Best regards ,
    Michael.

    Hello Friends
here is a little update like I said before everything taking me a long time due to a lot of hours at the office

first I will start with a little trick for the fan method I got an idea to roll the fan printed at some toothpick
and it working great you can finde the distance between the belts lines very quick by rolling up or down the toothpick :
I also recommending when you using the fan method don't mark all the belts !! just the first one that you going to start with!
because sometime you can pass the line of the belt  then you will need to calculate all the rest again ...
just finish the first one then after planking you can calculate the second belt act...
