So step by step, foam base grooved with a wave.

primer (I suggest you use an acrylic so it does not melt the foam)

DAS putty to make the waves then a simple black primer

blue for the ocean with lighter blue near the crests of waves

clear gloss coat over the top and some foam

Sea foam and spume and a clear resin coat
