Yes, at least some of the Master Korabel kits do this. Here is a review of one kit:

 

 

The one word of caution is that precutting planks requires a fair amount of precision in the build so that they align correctly. 
 

I think a much more complicated kit by CAF model also does:

There are several Master Korabel kits with pre-cut planks..

The Master Korabel kit I completed was very accurate...   I found the precut planks to be well made and true (though not a particularly challenging model).  The other I completed was the Model Shipways Bounty Launch, which was less accurate, I wound up having to spile several of my own.   However, as @VTHokiEE mentions, much of this is dependent on accuracy in initial steps.

If you`re a beginner then you may want to watch out for a kit that represents a boat rather than a ship.

There`s two other russian manufacturers that offer kits with pre-spiled, laser-cut planks. One is Falkonet and the other is Technell.

Both do offer boats called "Yawl". The scale is 1:24. Planking is lapstrake, I think.

I hope that those manufacturers are approved by MSW.

Just to expand a bit more on bricklayer's comment, there are other small boat kits that have precut planks.  I am thinking of something like Bluejacket's Swampscott dory or Grand Banks dory, or I believe their whaleboat also has at least some pre-cut planks, or even something like the Annapolis Wherry from Cheasapeake Light Crafts.   The Bluejacket website has "what's in the kit" videos that you can check to see, and CLC has (or at least used to have) a build video.

  I bought Billing's Oseberg Viking ship (a future build - ergo a 'stash' kit) after seeing a fine build log and noting that the planks are laser cut.  Not just the planks but a pretty good rendition of the fancy carving at the bow and stern - all done with laser !  They have an updated version of a ship (large boat?) from another that was unearthed - and I believe it has precut planks.
