I would expect the rudders' positions would be in line with axle/shaft of the respective propellors, or the number of rudders is less than the number of props ...

Have little filling and sanding to do yet to do in hindsight should have dry fitted the prop housings before I glued them . I would like to drill the holes for the rudders before I prime and paint , the instructions are no help any advice ? 😟

I already have some gorilla glue I will gave it a shot.

If you want to add detail to her, I would certainly try the PE. It also gives you a lot more building time. These ships do not have the numerous AA gun's which are hard to build when starting with PE ,so it should be a good starting point for your first encounter with it. I'll be following along with your endeavours to recreate her
