I have used the woodland Scenics Water Effects with great final results. Was able to sculpt in pooling and waves with it. It's a two part epoxy and you have 45 minutes to an hour of working time. But size of this figure is very small and very fragile plastic. So I just dealt a few times this glue and a little shape it during it dries.
