Looks like you need to find the piece and glue it back, if you can. Otherwise, yes, a replacement. You need a solid 'landing' for the planks later. Be extremely light on those cross-grain areas!

The ornamental serving - called puddening - was an anti-chafing measure to prevent iron rubbing directly against the anchor cable.

I suppose you will need to balance 'conservation' with 'restoration' on those lines. I'd be inclined to replace the obvious bad repairs and line that are not original to the model. You will still have the photographic record of them anyway. Does your client have an opinion on this?
